In support of infill and compact development, the neighborhood concept plan of Shady Rest provides workforce housing in alignment with the vision of the Town of Mammoth Lakes General Plan and the overall Shady Rest Master Plan.

Studying the financial feasibility of workforce housing, the development analysis uses the Cap-and-Trade: Affordable Housing and Sustainable Communities (AHSC) program, a relatively new capital resource available for land use, housing, transportation, and land preservation projects that support strategic growth. It requires an overall reduction in greenhouse gas (GHG) emissions and a shift away from vehicle miles traveled (VMTs). Consistent with approved planning, the concept plan plots at a density of 18 dwelling units per acre and meets the competitive densities required under the AHSC program.

At the core of the community is a 5,000-square-foot neighborhood center that will include classrooms, a childcare center and a community room. A passive community park and trail system—which connects the residential enclaves and provides access through the site—is located next to an existing four-acre wetland and creek, combining into a greater natural amenity. Proposed housing provides a mixture of 114 multifamily apartments and 78 single-family and townhome-styled cottages. Its adjacent location to Old Mammoth Road and Main Street (Highway 203) provides immediate access to the town center and the shops and services of Mammoth’s primary arterial.
